Abstract
Healthcare delivery and payment systems in Kenya face persistent challenges, including centralized data storage,
frequent data breaches, opaque payment and insurance processes, and limited patient control over medical information. Existing platforms, while providing mobile-based health services, remain vulnerable to security risks and inefficiencies that compromise patient privacy and operational transparency.
This paper proposes Axiom, a decentralized healthcare payment and data management platform built on the Cardano
blockchain. Axiom leverages smart contracts, on-chain verification, and off-chain encrypted storage to provide
a more secure, auditable, and transparent healthcare payments and record ecosystem.
1. Introduction
Healthcare systems in Kenya are increasingly adopting digital solutions for payments and recordkeeping. Platforms
such as mTiba have demonstrated the benefits of mobile health wallets, but their centralized architecture exposes sensitive patient information to breaches and limits transparency in transactions and claims.
Axiom addresses these gaps by introducing a blockchain-based solution that decentralizes financial and medical
data processes. Using Cardano’s proof-of-stake network, Plutus smart contracts, and secure off-chain storage,
Axiom provides a trustless ecosystem that is scalable, secure, and aligned with Kenyan healthcare needs.
